On August 9, the South Daily published an article entitled "Guangdong Academy of Sciences tried to integrate innovation chain, industry chain, capital chain and policy chain, and promoted technology innovation and incubation, in order to support the high-quality development of Guangdong Province", which read as follows.

On August 6, GDAS Foshan Industrial Technology Research Institute was officially established. On August 7, GDAS Meizhou Industrial Technology Research Institute was inaugurated. This was a new type of government-industry-university-research institute innovation base and a professional technology incubator built by GDAS and the local government, which explored the possibility of effectively combining and magnifying the technological strengths with industrial strength through the model of "talent + project + platform + finance", in order to promote the in-depth integration of “4 chains”, i.e., innovation chain, industry chain, capital chain and policy chain, and to connect through the "last 1 kilometer" to the channel of transforming scientific and technological achievements and industry.

In recent years, GDAS has continued to deepen the reform of systems and mechanisms. While strengthening innovation at the source, it actively seeks to find the path and the model of building a system for technology incubation. By connecting the industrial development in the region with the need for technology, it strives to promote the transformation of innovation resources into real productivity, and use the power of science and technology to support and serve the high-quality development of Guangdong.

 Pooling innovation resources

Helping to enhance Guangdong's innovation capacity

As the leader of science academies of provincial level in China, and as an important strategic scientific and technological force in the implementation of innovation-driven development in Guangdong, GDAS has proactively planned and promoted the work of the whole academy to involve itself into the construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macau Greater Bay Area. Through its layout and action plan to create a first-class research institution in China, GDAS pools innovation resources and strives to play a role in the construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macau Greater Bay Area.

      Insist that talent is the most important resource, and build a highland for gathering talents. GDAS vigorously implements its strategy of strengthening the academy with talents, and continuously expands the team of high-level talents. Currently it has more than 4,000 employees in service, 4 full-time academicians, and 1 foreign academician from the Russian National Academy of Sciences. Through the implementation of a series of talent programs, such as the "Outstanding Scientist Program", "Hundred Talent Program" and "Thousand Doctoral (Postdoctoral) Talent Program ", GDAS has worked out a scientific plan for the size of its talent team and optimized the structure of its talent pool. It has trained and gathered a number of top-level strategic talents, leaders and young talents in science and technology, to create a high-level innovation team in China and actively built a highland for gathering talents in Guangdong. At the same time, it keeps improving the environment for talent development, continues to improve and complete the mechanism for talent training, use and motivation, and stimulates the momentum for creating talents.

Refine and optimize the discipline of chemistry and achieve leadership in some fields. 24 research institutes have been established under the direct supervision of GDAS, and 6 science and technology innovation sectors have been formed to cover the emerging strategic industries of Guangdong Province. These 6 sectors include biology and health, materials and chemicals, resources and environment, equipment and manufacturing, electronics and information, and think tanks and services. It has carried out a campaign to improve its supportive and strategic research capability. By cross-disciplinary integration, critical and important scientific and technological problem solving, team/platform building, as well as forward-looking and strategic research, GDAS has deployed and developed a number of key areas as the direction for its research, and realized a significant increase in the scale and profit from some areas. It is realizing the leap-forward development from "following the pace" to "leading the race".

Optimize the allocation of resources and build a high-level innovation platform. GDAS is making up for its shortcomings and weaknesses and optimizing resource allocation, with focus on upgrading and developing a number of high-level science and technology innovation and service platforms. There are currently 196 platforms of different types for science and technology (including 19 platforms of national level and 143 platforms of provincial and ministerial levels), with the scope of services basically covering the entire industry chain in Guangdong. In particular, led by academicians, GDAS actively builds innovation teams and technology centers in the Guangdong-Hong Kong-Macao Greater Bay Area: Zhou Kesong, Academician of the Chinese Academy of Engineering, has pushed forward the construction of 6 science and technology innovation and basic condition platforms of national, provincial and ministerial levels, such as the National Engineering Laboratory for Modern Materials Surface Engineering Technology under the GDAS Institute of New Materials, and jointly established 5 international science and technology cooperation platforms, such as Sino-Belarusian Research Institute, with advantageous innovation resources at home and abroad. Zhou Chenghu, Academician of the Chinese Academy of Sciences, with the support of an innovative entrepreneurial team of geospatial intelligence and big data set up by GDAS’s Institute of Geography in Guangzhou, has made important breakthroughs in the fields of several core and critical technologies, such as intelligent control of drones, cloud analysis and processing of laser point, and automated identification of remote sensing images, hence solving the bottleneck technical issues in the application of drones in the geographic information industry. Wu Qingping, Academician of the Chinese Academy of Engineering, has built an innovation center oriented to the bio-health area for the Greater Bay Area with the joint efforts from the colleges/universities in Hong Kong and Macao regions and the colleges/universities and research institutes in Guangdong, thus enhancing Guangdong's overall innovation capacity in the field of bio-health.

Strengthen scientific and technological cooperation and collaboration to promote independent innovation and open innovation. GDAS continues to base itself on Guangdong and target at the whole country with a global perspective. It combines innovation resources and builds an open innovation system. In particular, to strengthen scientific and technological cooperation with Hong Kong and Macao regions, it has jointly established the Strategic Research Institute for Guangdong-Hong Kong-Macao Greater Bay Area in cooperation with the Chinese Academy of Sciences, which institute provides support for making decisions on the construction and development of an international science and technology innovation center in the Greater Bay Area. By strengthening the eco-environment monitoring and observation in the Guangdong-Hong Kong-Macao Greater Bay Area, it has carried out bird monitoring through joint efforts in Guangdong and Macao, with migratory birds in the Pearl River Estuary as the research target, aiming at the characteristics and prominent problems in the eco-environment of the city cluster in Guangdong-Hong Kong-Macao Greater Bay Area. It has also carried out a systematic, continuous monitoring and basic research on water resources, land, atmosphere, ecology and human activities, so as to provide basic scientific and technological support for the ecological security and spatial optimization in the Greater Bay Area. With its layout of the International Young Technological Talent Innovation and Entrepreneurship Parks in Guangdong-Hong Kong-Macao Greater Bay Area, it has jointly promoted the establishment of the Greater Bay Area International Young Technological Talent Innovation and Entrepreneurship Park with Guangzhou, promoted technology incubation, business incubation and industrial clustering, and provided a professional platform for the international young technological talents in the Greater Bay Area to innovate and start up their businesses. It is also active in cooperating with colleges/universities and scientific research institutions in Hong Kong and Macao regions to establish R&D centers and joint laboratories in GDAS or in Hong Kong and Macao regions. At present, there are more than 40 projects in cooperation between GDAS’s research institutes and colleges/universities in Hong Kong and Macao. 

Focus on regional needs

Build a local system for technology incubation

The establishment of a new provincial academy of sciences is an important strategic measure for the province to proactively respond to the new round of global scientific and technological revolution and industrial transformation, and to accelerate the implementation of innovation-driven development. Around the provincial party committee and provincial government's new development pattern of "one core, one belt and one district", GDAS actively plays the role of an organization platform for cooperation between industry, university and research institute and for the transformation and application of scientific research achievements. While strengthening innovation at the source, it increases the effective supply of science and technology, promotes the transformation and application of scientific and technological achievements, promotes the integration of "innovation chain, industrial chain and industrial chain", and actively builds a local technology incubation system.

The newly established Foshan Research Institute and Meizhou Research Institute are the results of the active exploration of GDAS to build a new type of government-industry-university-research institute innovation base and a professional technology incubator. Foshan Research Institute focuses on serving the transformation and industrialization of scientific and technological achievements in four major fields, i.e., intelligent manufacturing, electronic information, new materials and bio-health. An entity has also been set up as the academician innovation achievement transformation center.

GDAS scientifically deploys its technological strength to match with needs of "one core, one belt and one region" for regional industrial and technological development:

Focus on advanced manufacturing and support the construction of an advanced equipment manufacturing industry belt on the west bank of the Pearl River. In addition to jointly establishing Foshan Industrial Technology Research Institute with Foshan City, GDAS has also worked with Zhuhai City to establish new research and development institutions for marine engineering equipment technology and aerospace equipment technology, and promote the construction of Jinwan Space Intelligence Technological Innovation Park. It has also worked with Zhongshan, Jiangmen and Yangjiang Cities to joint establish innovation platforms such as branches of the academy, corporate R&D centers and joint laboratories, in order to promote the transformation and upgrading of the manufacturing industry as well as improving quality and efficiency. It has promoted the joint establishment of Sino-Ukrainian Science and Technology Industry Innovation Center with the National Academy of Sciences of Ukraine, and the joint establishment of Sino-German Institute of Equipment Technology with the Fraunhofer from Germany.

        Focus on green health, and support the revitalization and development of industries in the eastern, western and northern regions of Guangdong. GDAS has jointly established Meizhou Industrial Technology Research Institute, built a new provincial-level R&D institution and a system for innovative transformation of achievements and technology incubation to serve the development of the old regions, and promoted the construction of the Institute of Functional Microorganisms and Big Health (in Jiaoling), the Institute of Yueke New Materials and Green Manufacturing, and the Science and Technology Innovation Center of Selenium-rich Biology (in Jiaoling). GDAS has jointly established Heyuan Research Institute with Heyuan City to help build an electronic information and green health industry cluster and collaboratively promote the construction of a national agricultural high-tech zone. It has also actively participated in the construction of a seed town, promoted the development of a demonstration base for breeding of virus-free healthy sugarcane seedlings and a demonstration base for high-yield and high-efficiency fertigation of sugarcane. GDAS has jointly established the Zhanjiang Research Institute with Zhanjiang Municipal government to help promote marine science and technology and the construction of a strong marine province. 

Support pollution control and provide services for ecological conservation and environmental protection in key regions. GDAS provides integrated technological services for water environment management and ecological restoration in the Lianjiang River basin, with focus on the management of typical heavily polluted water bodies in eastern Guangdong. It promotes the strengthening of technical support in Shaoguan for landscape, farmland, forestry, lake and grass system management and the ecological development in Nanling Mountain, and assists in the construction of special ecological reserves in northern Guangdong. It cooperates with the Nanling National Nature Reserve Management Bureau to carry out comprehensive scientific investigations and build a field-based long-term positioning scientific observation and research station. By cooperating with local agriculture and forestry departments, GDAS continues to strengthen real-time monitoring and control of pests and diseases, and promotes the demonstration and dissemination of highly efficient recirculated farming techniques

Strengthen technology integration and combine efforts to build a collaborative innovation body. With the support of the National Academy of Sciences Alliance, GDAS has carried out substantial cooperation with the Chinese Academy of Sciences and local science academies of provincial level on platforms, projects and technologies. It cooperates with the National Key Laboratory and the National Engineering and Technology Center to establish branches, innovatively enhancing the comprehensive strength and influence of its scientific research. By strengthening the cross-disciplinary research of institutes under the academy, it promotes technology integration and joint innovation. Through connection with local key leading enterprises, it has established nearly 20 enterprise workstations to promote industrial upgrading and technological innovation in the enterprises. It serves an average of 20,000 enterprises and provides technological advisory services to 14,000 enterprises each year.

At the same time, according to the development path of "integration of the four chains", GDAS has further promoted effective cooperation with Bank of China, Industrial and Commercial Bank of China, Construction Bank, and techfin institutions in order to collaboratively push forward technological innovation and incubation industrialization of technological achievements. According to the "Annual Report on Transformation of Chinse Scientific and Technological Achievements 2018 (for Higher Education Institutions and Research Institutes)", GDAS ranked the 28th among all research institutes and colleges/universities in China in terms of the contract value of the transformed scientific and technological achievements in 2017, and ranked the 10th among research and development institutions.
